That sounds interesting, but you'll want to start narrowing it down to a specific issue/problem/etc. since improving literacy rates has too many facets and complexities to address even a few of them in one article, so you may want to focus on one problem/inhibition to literacy and perhaps look to see if there is a possible solution to that problem you could propose after you've seen what others have said/done relating to it.
